Waivers are effective tools to combat high vacancy rates. There are four types of waivers: age, income limits, ineligibility and unit size. A property must document the reason for a waiver request with copies of exhausted waiting lists, proof of advertising during the vacancy and any other marketing efforts before a waiver will be considered. A vacancy report is reviewed by Kentucky Housing in order to check the duration and the number of units vacant. Requests for a renewal require the same documentation for the need as an original. An approval or denial of the waiver request is based on the financial viability of the property due to excess vacancy loss.
