It is the responsibility of the owner/agent to address resident health and safety concerns. We become involved when the owner and/or agent are not fulfilling their responsibility and addressing these concerns timely and efficiently. The Kentucky Housing Asset Specialist will gather information, assess the situation, and follow up until the issue is completely resolved.
Asset Specialist are required to respond to Life-Threatening Health and Safety (LTHS) and Non Life-Threatening Health and Safety (NLTHS) situations that are reported to Kentucky Housing Corporation (KHC) from anyone residing in a property under this program.
Life-Threatening
Examples of life-threatening health and safety issues include (but are not limited to)
Exhaust fumes from heating system
Lack of heating in winter months (air conditioning in summer months)
Inoperable smoke detector
Lack of unit security (doors and/or windows broken on first floor)
Broken/damaged water or gas lines
Propane/natural gas/methane gas detected
Electrical hazards such as exposed wires/open panels
Water leaks on or near electrical equipment
Blocked or inaccessible emergency or fire exits
Flammable materials stored incorrectly
Someone threatening physical harm to another person
Non Life-Threatening
Examples of non-life-threatening health and safety issues include (but are not limited to)
- Improperly stored garbage and debris, or accumulation of garbage and debris exceeding the capacity of the storage area
- General defects or hazards that pose risk of bodily injury
- Evidence of insects, rats, mice, vermin, fleas etc...
- Missing exit signs
- Elevator safety
- Sewer odor detected
- Air quality
- Mold and/or mildew observed
- Minor physical problems
Owners/agents are required to post Kentucky Housing’s Toll Free number, (877) 552-7368. The number must be posted in offices and/or community spaces at properties for resident referral and use in reporting problems and complaints with property operations and/or condition of units.
